A vivid and raucous celebration of Saturnalia for an ensemble of instruments (with Cor anglais (aka English horn) as soloist).
The piece is written mainly in a whole tone scale and various national tunes are quoted in a parodical fashion (USA national anthem (Oh say can you see), German national anthem (Deutschland über alles but originally based on a melody by Haydn), and the UK national anthem originally by Thomas Arne (God save our gracious queen))
The rhythm of the phrase "Ecce meum pileum" (Here is my hat of liberty) also appears from time to time
